Capital Projects

Every year, the Village of Schaumburg establishes a five-year Capital Improvement Plan (CIP). The plan prioritizes investments that will be made to roadways, water and sewer utilities, street lights, sidewalks, parking lots, traffic signals, and buildings. The five-year plan represents a significant undertaking and serves as a catalyst for maintaining a high quality of life, supporting the local economy and fostering economic growth.

The Schaumburg Village Board unanimously voted on January 8, 2019, to approve a $224 million multi-year Capital Improvement Plan. The 2019/20 -2023/24 CIP establishes priorities and funding for the village’s improvement projects. The CIP is updated annually and represents the village’s commitment to sustaining its roadways, infrastructure and community facilities in an appropriate state of repair and to constructing new infrastructure where existing assets have surpassed their useful life.  

Of the total $224 million five-year plan, the village anticipates securing $59 million in grant funding, leaving the village to fund approximately $165 million. Broken down by project, the plan allocates 65% in funding to roadway improvements, 16% to water/sewer improvements and the remainder to make improvements to village buildings, bikeways, sidewalks, parking lots and other areas.

Highlights for 2019

The first year of the CIP is incorporated into the annual budget and the remaining four years of the plan are used for planning purposes. Projects may change from year to year depending on needs and funding opportunities.  

In Fiscal Year 2019/20, which begins May 1, 2019, $8 million is allocated toward residential street repairs. The village will resurface and reconstruct 12.3 miles of residential streets across the village, and combined with additional methods of pavement preservation, the village will improve a total of 28.9 miles of local roads in 2019.

An additional 3.3. miles of roadway reconstruction is proposed as part of the village's Vital Streets Program.  In 2018, the village began reconstruction on the north end of Plum Grove Road from Golf Road to Wiley Road. Funds are included in the CIP to complete construction of this $18 million project, of which the village anticipates receiving grant funds to reduce the village’s net cost to $8.8 million. 

Reconstruction is expected on four additional roadway segments through the Vital Streets Program with State and National Parkway from Plum Grove Road to Golf Road, Woodfield Road from Martingale Road to East Frontage Road, Woodfield Road from Meacham Road to Martingale Road, and Walnut Lane from Weathersfield Way to Schaumburg Road all scheduled to start in 2019.

The village will continue to invest in the North Schaumburg TIF District by completing Progress Parkway, a new roadway on the former Motorola Solutions campus that will connect Meacham and Algonquin roads. The plan also provides for a number of pedestrian safety initiatives such as pedestrian signal improvements and enhanced crosswalks at various locations throughout the village.
